2022 US RG65 region 7 championship Regatta April, 3 2022 Sailing Instructions RULES The regatta will be governed by the rules as defined in The 2021-2024 Racing Rules of Sailing and its Appendix E for RC, prescriptions of US Sailing, class rules of the RG65 class, and these Sailing Instructions and the EC12 code of conduct. Changes to the racing rules or class rules are noted in the specific instructions where they apply. NOTICES OF COMPETITORS Notices to competitors will be made verbally and can be made at any time.  All competitors shall be notified. CHANGES TO THE SAILING INSTRUCTIONS Verbal changes to these Sailing Instructions may be made at any time.  All competitors shall be notified. SCHEDULE OF RACES Date of racing:Sunday, April 03, 2022, 10:00 am to 15:30 pm The total number of races planned is as many as possible within the time constraints.  The race director will determine the number of races after considering weather, course, and equipment conditions.  No race shall start after 3:30 pm. 4.3    The schedule time of the warning signal for the race is 09:45 am. 5.    5.    RACING FORMAT Every attempt will be made to accommodate everyone, but should there be more than 16 entries then a Heat Management System (HMS) may be used. 6.    CONTROL AREA     The control area is between the shoreline and the area near the docks. 7.    LAUNCHING AREA The launching area will be clearly marked along the shore.  CAUTION: the shore of the lake can be uneven in places, even in the launching area.   Please use caution when launching and/or retrieving your boat.  If you need assistance, please do not hesitate to ask. 8.    MARKS 8.1    Windward mark will be as noted by the Race Director (RD). 8.2    The starting and finishing marks as noted by the RD. 8.3    Off set marks may be used and will be identified at skippers’ meetings. 9.    AREAS THAT ARE OBSTRUCTIONS     near shore and will be pointed out at Skipper's meeting 10.    THE START     The AMYA two-minute starting sequence will be used. 10.1    The starting line will be as noted by the RD. 10.2    Prior to the warning signal, a boat may request the RD to delay the starting sequence for five minutes for the repair of a technical problem or breakdown.   When such a delay is granted, it will be announced and the warning signal will not be sounded until the expiration of five minutes from the commencement of the delay.   Each boat may be granted only one (1) delay per day.  Delays for tuning, adjusting sails or for changing rigs due to weather will not be granted.   At the RD’s discretion a five-minute hold may be called, at any time prior to the starting signal. 10.3    No dip starts will be permitted. 11.    THE FINISH     The finishing line will be noted by the RD. 12.    PENALTY 12.1    A boat with any part of its hull or equipment on the course side of the starting line during the minute before the starting signal, shall return to the pre-start side as required by rule 30.1 and modified by rule E3.6. 12.2    A boat touching the start/finish marks as defined by rule 31, shall take a penalty turn.  Boats will be allowed to touch the windward and leeward marks, as well as the offset marks (if used).  This is a modification of rule 31. 12.3    A boat breaking a rule in Part 2, shall take a one-turn penalty as required by rule 44 and modified by E4.4. 13.    TIME LIMITS 13.1    If no boat has passed the windward within ten (10) minutes, the race will be abandoned. 13.2    If no boat has finished within twenty-five (25)) minutes, the race will be abandoned. 14.    PROTESTS 14.1    A boat protesting another boat, while sailing, shall hail the other boat, as required by rule 61.1(a) as modified by rule E5.2.  All protests should be resolved on the water. 15.    SCORING 15.1    The Low Point System described in Appendix A shall be used with the following modification:  For each six (6) races sailed, one race per skipper will be excluded from the overall score.   Scored points for DNS, DNF, and DSQ may be excluded. 15.2    Five (5) races are required to be completed to constitute a regatta. 16.    PRIZES     Prizes will be awarded to the top five (5) finishers in the regatta. 17.    CONDUCT     All competitors are expected to conduct themselves per the EC12 Class Code of Conduct. 18.    DISCLAIMER OF LIABILITY     Competitors participate in the regatta entirely at their own risk.  See RRS rule 4.  The organizing authority will not accept any liability for material damage or personal inquiry sustained in conjunction with or prior to, during, or after the regatta. 20.    Because we are here to have fun, advice to a newer or less experienced skipper shall be allowed and RRS E4.2a (regarding giving advice to a competitor who is racing) shall not apply. Remember: Real Skippers, toy boats! No intra-galactic awards. Winning is not the overall goal. You have driven a long way to have a good time.
